A major Sino-India diplomatic row was averted after the People's Liberation Army (PLA) released three Indian herdsmen near the Line of Actual Control (LAC) in the Chumar sector of Leh district. The horsemen were detained by the PLA on December 5 when they were looking for their horses which had gone missing after grazing near the LAC.

PLA troops released the three men after keeping them in custody for five days. Later Indian army contacted their counterparts on the other side of LAC and secured the release of the Indian herdsman.

Police said for some time the people had stopped going to that area for grazing. "Since it is winter the herdsman frees their horses for grazing in open. When the horses (of three men) did not return, they started looking for them. Chinese army got suspicious and detained them," Abdul Khaliq, deputy superintendent of police, Leh told dna.

Police said the three men were released on December 11 after a flag meeting between the two sides at Chushul along the LAC..

"It (spot) is a disputed area. There is no demarcation and no fencing. We say it is our territory and they claim it is their territory. Basically this area where the incident occurred is ours," said a senior officer of J&K government. Police is currently debriefing the three men since they had been in custody of PLA for five days. "We are trying to find out what transpired in the questioning. We want to know what actually Chinese asked and wanted to know," said an officer.

The incident has come against the backdrop of prime minister Manmohan Singh signing the Border Defence Cooperation Agreement with China. The agreement seeks to prevent any flare up between the armies along the LAC.

The incident also occurred eight months after PLA had crossed 19 kilometre deep inside the Indian Territory at Daulat Beg Oldi (DBO) sector on the line of actual control (LAC) in Ladakh and set up the tented posts on the intervening night of April 15 and 16.  The 20-day-standoff ended on May 5 when troops from both sides withdraw to the pre-incursion positions on the LAC.
