If Kejriwal declines LG Najeeb Jung's offer – which is likely to happen as declared by the party on Friday after a meeting of its political affairs committee – then Delhi is set to come under President's Rule. AAP has maintained it will neither take nor give support to Congress or BJP to form a government.
With 28 seats, the AAP had emerged as the second largest party in Delhi assembly, result for which was declared on December 8. Interestingly, the Congress had late Friday evening written to the LG offering unconditional support for AAP government. The BJP too has expressed unconditional support for the AAP.

The largest party BJP, with 32 seats, has already declined LG's invitation to form a government citing lack of strength. A party needs at least 36 seats to form a government in the 70-member assembly. Congress was a distant third with just 8 MLAs
Ahead of AAP meeting with the LG, Delhi Pradesh Congress Committee president JP Agarwal had written to Jung offering unconditional support its eight MLAs to enable AAP to form a government. AAP had quickly refused the offer. BJP too had offered similar support to AAP to form the government.
Both parties claim that if AAP does not form the government, it will be clear that it wasn't serious about fulfilling its promises. The AAP has countered this claim by maintaining that taking direct or indirect support from either party will be a "betrayal of trust" of Delhi's voters.
