Curfew, restrictions in Kashmir to prevent protests - Times of India

JAMMU: Authorities suspended internet, cell phone and cable TV services besides imposing curfew at several places in Kashmir on Wednesday to prevent protests against the killing of a 25-year-old youth in Army firing in Baramulla a day earlier.

Officials said the curfew was imposed in old parts of Srinagar, Kulgam, Baramulla, Trehgam and Sopore in north Kashmir even as police registered an FIR against 46 Rashtriya Rifles's Col Dalbinder Singh for allegedly killing the youth.

Elsewhere in the Valley, normal life remained paralyzed due to a complete bandh observed to protest the killing along with mysterious dead of a Kashmiri youth in Hyderabad and the execution of Afzal Guru.

Reports said residents in Srinagar's Nowhatta area accused security forces of excesses during the curfew. They said cops thrashed a team of doctors and paramedics while they were trying to reach a local hospital.

A police spokesman said barring a few stone-throwing incidents, the situation remained largely peaceful across the Valley. "A lady and eight policemen were injured in these incidents."

Earlier, the Army ordered a probe into the firing in Baramulla that killed the youth and wounded four others

In Jammu, opposition People's Democratic Party (PDP) members disrupted the presentation of budget in the state assembly to protest the Baramulla killing.

Baramulla MLA Muzaffar Beigh slammed CM Omar Abdullah, saying his "seriousness can be gauged from the fact that he has kept away from the assembly to avoid any serious discussion on the subject".

Earlier, Beig submitted his resignation from the state assembly membership while asking the speaker to accept it only if Omar follows suit. Beigh's move came a day after the CM broke down in the assembly wh ile expressing his helplessness over the killing.

"If the chief minister is helpless in his efforts to get Armed Forces Special Powers Act removed from Jammu & Kashmir, I submit my resignation to the speaker. When the CM resigns on the issue, my resignation too may be accepted," said Beig in the state assembly amid sloganeering from the PDP members. "I am ready to resign if Omar is ready to quit."

The former deputy chief minister said his party will support the "helpless" CM in solving the crisis.

Opposition leader Mehbooba Mufti described the ruling National Conference as "kaffan (shroud) and daffan (burial)" party. "...in case of Afzal Guru, the party did not even do tha t."

Later, PDP staged a walkout from the assembly.

In Srinagar, Majlis-e-Mushawarat, spearheading the protests, asked the people to follow their "agitation calendar".
