7-day stormy winter session of assembly set to begin today - Times of India

HYDERABAD: The stage is set for an acrimonious week-long winter session of the state assembly. In an indication of what could be in store during the short session, Seemandhra and Telangana legislators on Wednesday engaged in several manoeuvres over the length of the session and after protracted wrangling, it was decided that the assembly will sit for seven days beginning Thursday.

The duration of the winter session was decided at the Business Advisory Committee (BAC) meeting that was held at 4 pm on the assembly premises on Wednesday. But the drama began in the afternoon when deputy chief minister C Damodar Raja Narasimha swung into action after gathering information that the Seemandhra lobby wanted to limit the session to a maximum of three days.

Immediately, the deputy CM got in touch with TRS floor leaders E Rajender and T Harish Rao on the assembly premises and the three of them then called on MIM leader Akbaruddin Owaisi. The Telangana leaders then formulated a strategy to counter the Seemandhra leaders at the BAC meeting that was scheduled for later in the day. In the meantime, the TRS leaders got in touch with the Telangana TDP MLAs and enlisted their support for the common cause. At the BAC meeting, the state government represented by ministers Anam Ramnarayana Reddy and N Raghuveera Reddy proposed a three-day session. At this, as per the strategy devised by the Telangana leaders, TRS floor leaders Rajender and Harish Rao and MIM's Owaisi demanded that the winter session be held for 15 days. But this was not agreed to by the two ministers.

At this stage, Damodar Raja Narasimha, who also represents the government and cannot take a different line from that of Anam, asked the legislature staff to dig out past records to find out the duration of the previ ous winter sessions of the state assembly.

Telangana unlikely before LS polls

In what will mark a terrible blow to Congress's calculations for 2014, the window for creation of Telangana seems to have shrunk acutely, with the growing possibility that the division of AP may not happen before the Lok Sabha elections. Even as President Pranab Mukherjee sent the Telangana Bill to the AP assembly and gave the legislature six weeks' time to get back with its views, Congress has severely overshot the timeline for creation of the new state. However, a late night PTI report said the President is believed to have sent the a bill for the creation of Telangana to the Union home ministry. After some home work, the assembly staff informed Speaker Nadendla Manohar who was chairing the BAC meeting tha t the average duration of the winter session was 7 to 10 days.

Then the deputy CM proposed that the winter session should be of 7 days duration. "Immediately, TRS deputy floor leader Harish Rao said his party would second the proposition of Damodar Raja Narasimha, whom he called the deputy leader of the House. The BAC then decided on a 7-day winter session," said a source.

The BAC meeting saw some fireworks when YSRCP floor leader YS Vijayamma proposed that the assembly pass a resolution demanding that the Centre keep the state united. As expected, this was objected to by the Telangana leaders.

Following heated arguments between the two groups, YSRCP's Vijayamma and deputy floor leader Shoba Nagi Reddy staged a walkout from the meeting over the BAC not agreeing to such a resolution. The TDP also witnessed heated exchanges between its two leaders Gali Muddu Krishnamma Naidu and Dayakar Rao.

The first day of the winter session on Thursday is likely to b e adjourned after the House passes condolence motions for former South African President Nelson Mandela and 29 former legislators who died recently. The House during its six remaining days is scheduled to deliberate on various issues, including devastation by different cyclones, floods and impact of the Brijesh Kumar tribunal award on Krishna waters and also present bills on fiscal responsibility and amend the AP Municipalities Act.
