The resolution which was brought in by the chairman of the council, also called upon the Centre to ensure the prevention of firing which has caused loss of human life and property, and also ensure peace and stability in the region.
Earlier, the resolution had been the cause of massive ruckus inside the House.
MLC Devender Rana of the ruling National Conference (NC), who intended to table the resolution, was allowed by the chairman to speak about it.
But the members of the opposition — Peoples Democratic Party stood on their seats, asserting that sufficient time had not been given to them to study the resolution.
The move was also opposed by NC MLC Shahnaz Ganai, who said that Rana had been allowed to table the resolution even after Ganai had called for an attention motion on related issues.
Meanwhile, BJP state president and MP Jugal Kishore Sharma charged the NC-Congress coalition government with converting the state legislature into a 'pro-Pakistan' platform and also accused the Mufti Syaeed's PDP of covertly supporting the anti-India acts committed by the desperate NC and Congress coalition.
"Sadly, the main opposition - PDP, also failed to meet the expectations of the people by directly and indirectly endorsing the pro-Pakistani stand. The NC, Congress and PDP will have to pay a very heavy price for their pro-Pak actions, which will have adverse effect on the India-Pakistan bilateral talks," said the BJP MP, adding that the nation has taken a serious note of the inaction of Omar Abdullah, Mubarak Gul, Sajjad Kitchloo and Rana.
"All of them acted as spokespersons of the rogue, terrorist and radicalized Pakistan by speaking its language in the legislature, denouncing the BJP-led Government for the cancellation of talks with Pakistan, interfering in the Indian foreign policy matters and giving the separatist and communal constituency to understand that the NC-Congress coalition government didn't consider J&K an integral part of India and that its stand on J&K is similar to the one Pakistan has," the BJP chief further said.In another development, just hours after India and Pakistan held battalion commander level talks, the troopers of both sides again exchanged fire along the international border (IB) in Jammu on Thursday. However, as usual both the sides have started accusing one another of violating ceasefire.

Official sources said that Pakistan Rangers fired with small arms and medium machine guns in the Pargwal sector first at 11.50pm on Wednesday for a brief period. It again started firing at about 4am on Thursday early morning, which continued till 6am. Three BSF posts were fired at. India also retaliated in a calibrated manner.
The Pargwal sector, which was not affected by the recent firing, was chosen to hold the first meeting along the border on Wednesday.
In the sectoral level meeting, India reportedly, lodged strong protests over the 'unprovoked' firing. Pakistan in turn said that the level of the meetings should be scaled up.
