| NEW DELHI: Days after a five-year-old girl was gang-raped and brutalized in east Delhi, another child was allegedly raped in northeast Delhi. Shockingly, her attacker is a 14-year-old boy who has been apprehended and sent to a remand home by Seemapuri police. According to police data, 237 minors have been raped this year alone. "The 6-year-old was alone at home on Tuesday night when her neighbour, the accused minor, approached her. He took the girl to a secluded spot and allegedly raped her. He then threatened her and left," said a senior police officer. The girl soon fell sick and asked her parents for medical attention. The confused parents took her to GTB Hospital where doctors informed them about the rape. "The cops were informed and, based on the victim's statement and eyewitness accounts, the boy was apprehended," said an investigating officer. Vijaylakshmi Arora, director, Child Rights and You, says that the involvement of a minor in a crime was actually a failure of the state. "Most of these children who come in conflict with the law have dysfunctional families or are left on the streets to fend for themselves. Children and adolescents need to be constantly supported and guided during their years of growth. What we need to ask is where are the preventive policies and mechanisms that can ensure a protective environment for each child in our country?" Arora said. She added that children cannot be made to pay the price for the inefficiency of a system—clearly reflected in the poor implementation of legislation.
